The programs and services that have been blocked from starting are located here. And it shows only one item: System Configuration Utility What is it? Should I run, disable or remove it? The System Configuration tool allows you to see which programs and services are started when you boot your computer.

If any changes are made in the System Configuration tool, when you restart your computer you will receive a notification windows. It is safe to remove 3rd party programs from that tool.
